上述专项监理工程师应该是绝对没有参与设计的人。根据现行的抗震规范,没有要求有特别的资质,但是意大利议会有一个推荐性的要求,就是他必须是该一领域的专家(正如从2003年到2008年新的意大利抗震规范最初版本指定的一样)。
专项监理的费用由谁负责?
建筑的业主应该为上述专项监理工程师付费。应支付报酬的具体金额在一些专门针对这类工作的规章中有详细的规定。

只有当上述工程师是一个真正的专家,这个体制就是有效的。根据意大利议会的最新建议,上述工程师应当是一个真正的专家。施工完工后遗留问题将在竣工后的一年里进行整改。因为这个原因,意大利议会也建议专项监理工程师提供的结构安全证书应包含在结构使用寿命期间内的有关结构检查、维护的指令和建议。(例如,可以看我在索契会议上提到的论文)

In your application of the isolation techniques, I frequently heard of the term “ checking”. I am curious in your checking system for the application of the isolation.
1. How does that system of checking work?
2. Who can be the person to do the checking, do the checkers need to have some special certificate before he can be checkers? Can someone be the designer and at the same time the checker?
3. Who pays for the checking?
4. Whom do the checkers report to if he found something unusual on the construction site?
5. How frequently do the checkers visit the construction site during the construction?
6. How do you think of this system checking in general? Is it effective in preventing of doing wrong things in the design and/or construction process?

More precisely, we are talking of an engineer entrusted for the control of the correct construction or retrofit, including the production and installation of the anti-seismic devices, from the beginning of the construction to the full completion of the works (i.e. installation of even non-structural members which are safety-related, like the protection of structural gaps, gas pipes, etc.).

The aforesaid engineer shall be somebody who was had absolutely NO involvement in the design. According the present seismic code, no special qualification is needed, but there is a recommendation of the Italian Parliament that he shall be an expert in the field (as it was specified by the initial version of the new Italian seismic code, from 2003 to 2008).
3. Who pays for the checking?
The owner of the structure shall pay the aforesaid engineer. The due amount of money is specified in detail by specific regulations for this kind of job.
4. Whom do the checkers report to if he found something unusual on the
construction site?
When the works are fully completed, the aforesaid engineer has to write a certificate on the structural safety of the construction and shall give it to the owner. The latter shall provide this certificate to the State authorities which are charged for the control of structures safety. The structure can be used only after this certificate has been provided to such authorities.
5. How frequently do the checkers visit the construction site during the construction?
Every time he judges this necessary. In any case, to check that the structure below the isolators is correctly erected, to check the acceptance tests of the antiseismic devices (in the laboratories where such tests are performed), to check that they are correctly installed, to check that the structural elements above the devices are correctly erected, to check that the safety related non structural elements mentioned above are correctly installed, and at the full completion of the structure, for the final inspection.
6. How do you think of this system checking in general? Is it effective in preventing of doing wrong things in the design and/or construction process?
This system is effective only if the aforesaid engineer is a real expert, as recently recommended by the Italian Parliament. The problem remains for interventions which may be made on the structure in the next years. For this reason, the Italian Parliament also recommended that the structural safety certificate of the aforesaid engineer also contains prescriptions and recommendations on inspection, maintenance, etc. during the structure life (see, for instance, the paper that I presented at the Sochi conference).
